When it comes to DARE, public officials around here are giving new life to this business of passing the buck.
Rather than make an executive decision himself, County Executive Daniel M. Finley last summer asked a task force to take an "academic" look at the effectiveness of DARE, the popular Drug Abuse Resistance Education program run by cops in fifth- and sixth-grade classrooms.
