WITHIN the space of a month, the government has announced radical reforms of the National Health Service (NHS) and the legal profession. The resulting uproar has made ministers nervous. The health-service changes carry a greater risk in the polls - the British are much attached to their NHS, and will not easily be persuaded that it needs reform, rather than simply more public spending.
