When Dick Powell started the Judeo-Christian Outreach Center 17 years ago, it was a simple program among five Oceanfront churches to feed the hungry on Saturday afternoons.
He never dreamed that it would evolve into a shelter on Virginia Beach Boulevard for single, homeless men and women, a soup kitchen and an educational resource center.
This month, the center plans to open a new, free preschool to serve 24 four-year-olds, children of the indigent at the Oceanfront.
