King Birendra tonight capitulated to the demands of Nepal's banned opposition parties and agreed to restore a multi-party democracy in this ancient Himalayan kingdom following violent popular protests. A special bulletin broadcast tonight by Nepalese television said the king had agreed to lift immediately all restrictions on political parties-imposed nearly 30 years ago by Birendra's father-and had appointed a committee to advise him how to amend the constitution "in accordance with the popular will."
