IN ONE MORNING, Croatia dissipated much of the edge it has enjoyed over Serbia in Western favor. The Croats wasted this crucial asset by the manner of their thrust yesterday into rebel Serb-held Krajina, which constitutes a third of their country. Seeing the attack coming and realizing they were sorely underarmed, the Krajina Serbs had finally agreed to ask Zagreb for something less than independence.
