Advocates for those who rely on the state's social service network yesterday challenged Gov. Weld to meet with them to gain an understanding of what his budget proposals will mean to people who are dependent on the state. Ricardo Millet, senior vice president of the United Way of Massachusetts Bay, said the private sector will be unable to fill the void if cuts currently contemplated are implemented. Rev.
