James A. Buchanan, 74, a retired building contractor and regional governor of Rotary International who lived at Inverness Farm in Dickerson, died Oct. 10 at a hospital in Jacksonville, Fla., after surgery for an aortal aneurysm. He was in Jacksonville attending a Rotary conference. Mr. Buchanan was a native of Washington and a graduate of the Hill School. He attended the University of Miami and received a bachelor's degree in aeronautical engineering from Tri-State University in Angola, Ind.
