The Bush administration reintroduced its Clear Skies Act Feb. 27, which promises to reduce power plant emissions by 70 percent, although not everyone is buying into the president's plan.

President Bush's initiative would establish emissions limits for nitrogen oxide, sulfur dioxide and mercury for all fossil fuel fired electric generators greater than 25 megawatts that sell electricity. It sets deadlines of 2010 and 2018 to achieve those limits. It also includes emission caps and trading to give power plants more flexibility.
