DID YOU KNOW that a tax-exempt charity can spend up to $1 million a year on political lobbying? A certain amount of lobbying with tax- exempt funds can probably be defended, but $1 million annually is awfully high. It is also worth noting that the present law is at least part of the reason for the increasingly political character of the big charitable fund-raising campaigns in this country, and perhaps it helps explain the recent decline in contributions.
