ON THE 50th anniversary of the National Film Board of Canada, the National Gallery of Art begins the 12-part "Canadian Cinema: Outside In" series this weekend. The film board's earlier documentaries and the imaginative work of animator Norman McLaren are lightly represented here, in favor of more recent, predominantly dramatic offerings.
