ON THE 50th anniversary of the National Film Board of Canada, the National Gallery of Art begins the 12-part "Canadian Cinema: Outside In" series this weekend. The film board's earlier documentaries and the imaginative work of animator Norman McLaren are lightly represented here, in favor of more recent, predominantly dramatic offerings. At 2:30 Saturday, Nova Scotia filmmaker William D.
