A national commission of inquiry into child abuse called yesterday for a fundamental shift of emphasis and resources towards the prevention of child abuse, and for independent commissioners to promote children's rights and welfare. There should also be a new minister for children, at minister of state level, with a brief to co-ordinate child protection policy across Whitehall, the inquiry said.
