It is time to bring back Herbert Hoover. No, I am not advocating cloning the unfortunate Republican president who saw soaring popularity ratings leveled by an unexpected Depression. I have in mind the earlier Hoover who organized and ran the international relief campaign that saved Soviet citizens from human disaster in the 1920s. The full extent of the economic catastrophe the former Soviet Union faces this winter has registered on Western leaders in the past month.
