Hugo Banzer, 75, the former dictator of Bolivia who later won the nation's top office at the ballot box, died May 5 at his home in Santa Cruz, Bolivia, after a heart attack. He had cancer. He had resigned the presidency in one of Latin America's poorest nations in August. He stepped down under political pressure because of his declining health.
