Serb forces have decimated the Kosovo Liberation Army and driven the ethnic Albanians that support them out of Kosovo, But NATO leaders still support the KLA's ability to win. KLA morale remains high in spite of being surrounded by Serb police. They expect to be joined by volunteers recruited from among the ethnic Albanian refugees.
On the Ground: The KLA has taken a beating, but NATO is still talking up the insurgents' chances, and thousands of new recruits are eager to fight the Serbs.
