MUNICH -- About 15,000 people gathered in downtown Munich last night to defend the right to open-air beer-drinking late into the Bavarian evening. The problem: Beer gardens are noisy. Germany has laws against noise, but no law to protect "Gemuetlichkeit," the German concept that combines friendliness and informality and is what Germans love about beer gardens. It all started when complaints about a noisy beer garden led to a court decision last month that the beer must stop flowing at 9 p.m., 90 minutes earlier than previously, so that the neighborhood could enjoy its legally protected quiet. ...
