FAY VINCENT says some people are calling him the last commissioner of baseball. That may not be far off the mark. By forcing out a respected commissioner for no reason other than his alleged failure to serve their sometimes wildly divergent interests, a majority of baseball owners have indicated that they want the job to be much less than it has been.
