In issuing a subpoena to President Clinton to appear before the federal grand jury investigating the Monica Lewinsky case, independent counsel Kenneth Starr is guilty of an appalling abuse of his power and discretion.
It is bad enough that Starr's prosecutorial overreach has been long enough to entrap Secret Service agents and compel them to testify before the grand jury. Many more people have been brought before the panel, including the president's secretary, Betty Currie, advisers Harold Ickes and Vernon Jordan, and other associates.
