Kaj A. Strand, 93, who was scientific director of the U.S. Naval Observatory from 1963 to 1977, died of cardiac arrest Oct. 31 at the Manor Care Nursing Home in Bethesda. He had suffered a stroke. Dr. Strand specialized in positional astronomy and was known for his work on stellar distances and double stars, which are usually two stars orbiting around a common center. He was responsible for the design and construction of the Navy's 61-inch telescope in Flagstaff, Ariz., which since 1964 has been the the premier telescope for stellar distance determination.
