Jeff Taylor's first day on the job as Livingston Parish assessor is one he'd like to forget. When he succeeded Charles Abels in August 2001, lines backed out of his new office into the lobby. Word had it Taylor was going to take property taxes into the stratosphere. It was partly true, but it had little to do with Taylor. Assessors neither set millage rates nor collect taxes. The fact was the Louisiana Tax Commission had mandated a 20% increase in assessments. Livingston's property was severely undervalued. Assessments lagged far behind reality.
