EVEN IN New Jersey, it's not every Thursday that 11 public officials, including two state legislators, are arrested on bribery charges. Federal prosecutors' accusations against Paterson Assemblyman Alfred E. Steele, Passaic Mayor Samuel Rivera and others constitute a major development. They are not, however, a surprising one.
