Three hundred years ago this April anxious spectators clustered on Beacon Hill watching a police boat shadow the square-rigger President, standing out for England. Edward Randolph, the royal governor's cat's-paw, had sent the boat to make sure that Increase Mather, empowered to negotiate with James II on behalf of the colonists, was not aboard.
