It's a strange old world. Just a few days ago, Penelope Hobhouse was at home in southern England looking out at her walled flower garden, now in its wizened winter form. Tomorrow, Hobhouse will be on the floor of the Pennsylvania Convention Center in downtown Philadelphia with loads of the same plants at her feet, this time alive and in bloom.
