The United States is on the verge of a diplomatic triumph after brokering a withdrawal of foreign troops from Angola. The next step toward ending the internal war in that country will be far tougher, and the United States should allow the Angolans and neutral African nations to take the lead in devising a solution. Angola has been divided by war since it gained independence from the Portuguese in 1975.
