Alderman faces old, new foes in recall vote Wauwatosa -- Seventh District Ald. Mary Heins, who calls the recall campaign against her "government by intimidation," will face an old rival and a political newcomer in Tuesday's primary. Donald F. Birschel lost to Heins in 1998 and joined the recall effort this summer. Jim Strobel said he has no beef with Heins but wants to give voters an alternative if change is what they want.
