Two months ago when he ran for commissioners president, Al Smith waxed poetic about Charles County. Now, after losing his race, the Republican former commissioner has found a new "heaven" -- a 40- acre ranch in rural Hemingway, S.C. Smith recently purchased the ranch and is moving permanently to South Carolina. He is emptying his Waldorf farm, taking his horses, sheep and swan with him.
