Afghanistan, 250,000 square miles of often forbidding terrain pinched between Iran and Pakistan, has been controlled by the radical Islamic Taliban movement since 1996. Negotiating -- even reasoning -- with the Taliban has vexed governments and international organizations ever since the group assumed power after a long civil war.
