In his address to the city last week, Oklahoma City Mayor Kirk Humphreys almost followed my outline. He did cover several salient points that I thought he would talk about; I won't rehash those topics. I thought he would talk, at length, about the new maintenance mall proposed for Tinker Air Force Base. To the best of my recollection, he did not mention Tinker at all.
