India continues to station troops in Nagaland, and those troops have committed rape, murder and destruction of property. They have suppressed religious freedom of the Naga Christian community. It is debatable if the proposed Freedom from Religious Persecution bill will hurt or harm foreign religious minorities. When an ethnic group is being persecuted, it is often hard to determine whether people's religious or human rights are being violated.
