THE WELFARE bill that Congress passed last year will do many useful things, but a new study warns that there is one thing it is likely not to do-move many people quickly off the rolls. The legislation requires the states to create new programs to help and pressure welfare mothers to find work. But the Congressional Budget Office carefully estimates that in the first five years, these efforts will move only about 50,000 families off welfare entirely.
