There are two cities called Nogales. One of them is in Arizona, just north of Mexico; the other is just south of the border. Five years ago, the former was bathing in a boom; it is now drowning in gloom; the latter has done just the opposite. While Nogales (north) rolls down, Nogales (south) revs up.
