ON HIS WAY to this week's NATO summit in Turkey, Defense Secretary Donald H. Rumsfeld made a scarcely noticed stop in a usually overlooked country: Moldova, a neighbor of Romania and Ukraine, and the poorest nation in Europe. Why bother?
