THE NEW Home Information Pack (HIP) has been branded "another stealth tax'' amid claims that home sellers will simply reject it in favour of paying a pounds 200 fine. From June 1, homeowners in England and Wales will be legally obliged to supply buyers with HIPs, including an energy efficiency certificate, lease details, searches and sale items. HIPs could cost pounds 400 to pounds 650, but a shortage of inspectors has prompted fears that pack suppliers might charge pounds 1,000.
