Yitzhak Shamir gave little sign of compromise at the Madrid peace conference. Noticeably he did not halt new Jewish settlements in the occupied territories before going to Spain. Housing Minster Ariel Sharon, at the same time, led a delegation to celebrate a new settlement on the Golan Heights.
