BEFORE ultra-hard-liner Ariel Sharon climbs back from his huffy resignation from the Israeli government, regular hard-liner Yitzhak Shamir should capitalize on this gift of a little extra political space. The Sharon resignation has the effect of eliminating Mr. Shamir's most often cited reason for not joining Likud's partner in governing, Labor, in testing the formulas that the United States and Egypt have prepared to produce Israeli-Palestinian talks.
