In the conduct of foreign policy, morality and strategic interests do not always coincide. One region where policy makers can enhance America's strategic position by doing the right thing is southern Africa. The only forces that want to see Washington aligned with the apartheid regime in Pretoria are the Soviet Politburo and the knee-jerk anticommunist conservatives led by Sen. Jesse Helms (R.-N.C.).
