Refusal by the courts to declare post-hospitalization treatment of the mentally ill a right makes more urgent the responsibility of the Legislature and the Weld administration to move ahead with programs that cope with the reality. The narrow ruling by the Supreme Judicial Court may have been sound jurisprudence, but it leaves unsolved the problem of finding appropriate housing and outpatient care for several thousand mentally ill persons who depend on shelters and the streets for the little help they get.
