With low humidity and a blue sky, yesterday was a picture-perfect day for hiking, jogging, biking, sailing or . . . jousting. Jousting? The official state sport of Maryland since 1962 attracted a dozen costumed "knights" and "maids of honor" and their steeds - plus 100 or so onlookers - yesterday to Jean Phillips's farm in Germantown.
