Maybe, before assigning "The Federalist" to prospective teachers, John Silber, chancellor of Boston University, and the dean of BU's School of Education should have assigned it to themselves. Had they done so, Silber and the dean, Edwin Delattre, might have thought twice about pushing to include a dictated passage from Federalist 10 in the teacher certification test given in April.
