THE NEW PRINCE By Dick Morris Renaissance Books, 256 pp., $22.95 The reviewer approaches Dick Morris's new book with caution, as one would a mangy dog. Is it clean? Is it dangerous? "The New Prince," it turns out, is even scruffier than it looks, but its contents are basically harmless -- except in the unlikely event that anyone would take them seriously. Appearances count.
