Japan gives President Bush a chance today to be a statesman, for a mere $700 million. Oddly enough, it is a deal Bush should make. Bush hosts Prime Minister Toshiki Kaifu in Kennebunkport in a preparatory session for next week's summit of the world's seven leading industrial democracies in London.
