Members of the D.C. Board of Elections and Ethics are hoping there will be plenty of candidates on the fall ballot for the 323 representatives of the city's 37 Advisory Neighborhood Commissions. In past ANC elections, many jurisdictions represented by ANC commissioners have not had candidates and were filled by write-in candidates who sometimes knew little about the ANCs. Since ANCs were established 12 years ago under home rule, the city government's grass-roots organizations have grown not only in number, from 30 to 37, but also in their ability to influence government operations and politics...
