In the past two decades, the country has made great progress in keeping drunks off the road and reducing the toll of accidents they cause. But alcohol remains the single biggest factor in fatal accidents, and it is past time to take the next step against drunk driving: establishment of a national blood-alcohol limit of .08 grams per deciliter. Last month, the Senate passed a transportation appropriations bill that includes a provision requiring states to adopt this standard or lose federal highway money.
