Logan has retained his dog tags for years, even though he has no memory of his military career. At the end of the first X-Men film, he leaves the tags with Rogue, a reassurance that he will return to claim them. We do not see the tags again until Rogue returns them to Logan, after Stryker's attack on the school and their escape from it. At this point, Logan has just acquired some key information about his past: he has encountered the man who created him. The dog tags remind the viewer that Logan has an extensive backstory of which none of us, including Logan, are fully aware.
In the end, when Logan decides to leave Stryker, his creator, chained to the crumbling dam, he also drops the dog tags.....
