Caesar, the popularis', fist consulship of 59BC was significant in the political life of Rome as he used violence and persuasion of the people to pass illegally laws that allowed him to gain power and popularity. 'Caesar continued to legislate throughout 59 without any thought for the constitution, and used the threat of force to suppress any opposition.'

Caesar was elected with the backing of Pompey and Crassus, and appointed Bibulus for his colleague by the suspicious Senate. The senate appointed Bibulus to keep watch over Caesar, so he could not legally pass laws without Bibulus' consent.

Caesars first proposal of the Agrarian Laws was presented, and then denied by the Senate. Caesar then attempted to use the public to persuade Bibulus to agree with his proposal, but once again, he failed. Caesar then called publicly upon.....
