Also we can tell that the personna seems to be tired and wants to rest, when he makes the phrase "and miles to go before I sleep."
The seems to be some urgency present. This means that there is the need for personna and his companion the horse to get to their destination quickly. The horse expresses the need when it "gives his harness bells a shake." To add to that, the persona knows what is at hand and makes the phrase, " but I have promises to keep."
The poet makes a repitition of the phrase "and miles to go before I sleep." This tells us that he wants not only the reader to remember it but also himself as he may be a forgetful man. He may also be trying to convience himself that he can not sleep unless he has done or reached his destination.
One can tell that the weather through which he is travelling is making him tired. We know the weather is bizzare when we are told of a "frozen" lake. Also the evening being the "darkest" is not the best as nothing can be seen.
On the whole, the persona is not in a good mood during his travel through the woods. We can also tell that this is not one of his happiest travels.
