Once upon a time, there was a God who was high above in the sky and clouds. Who watched everything below, from far above and did what he wished to do from his will and power. Down beneath was entirely and simply just water, all you would be able to see would be water surrounding you. Even from the point of view of the God, all that was seen was just water. As God who had a lot of strength and control in his will and power, thought of creating something down below. Thus, instead of just watching the plain water beneath him, he thought of creating something which he could have his will and power over it to control.
