Randle was born in Independence, a suburb of Kansas City, Missouri. She was the eldest of the three children of Jack and Jackie Downey. Both were college graduates; Randle's father was an engineer, while her mother earned a Bachelor's degree in chemistry. Jack Downey lost his job on the same day his daughter Kristin was born, but he found another one building new terminals for Trans World Airlines (TWA). He was frequently transferred around by the company. As a result, the family was highly mobile and lived all over the country. Despite these many moves, Randle recalls her childhood as a happy one filled with fond memories. "I had a great time as a child," she wrote in SAAS. "My family was strong and happy and healthy."
